There is generally a lot of movement to engage online by the public sector across all spheres of government in Australia. I note that his twitter activity has resulted in attempts at engagement by single issue correspondents, some with high levels of intensity. I think we could look at the structure of online engagement skills and structure of companies who do this stuff well for potential models. Functional categorisation – private data? So here it is. I agree not all public servants should be online as a requirement of their job (regardless of what they choose to do personally). We need to bridge this gap between policy makers and doers in government to have a more holistic approach that can apply the lessons learnt from doers into strategic planning and development on an ongoing basis. For an off-the-wall example, nobody should be prevented from entering a juggling competition due to considerations like racial characteristics, gender, income level, social class, political background, age or poor taste in the colours of their clothing. Open government strategies and initiatives are based on the principles of transparency, integrity, accountability and stakeholder participation. There are some hard decisions and premises that need to be challenged, otherwise we will maintain the status quo without having even been aware of an alternative. In this regard, I am particularly heartened by the recent social media activity of the Chief of the Defence Force (@DavidHurley_CDF). The basic problem we have in achieving this approach is that, structurally, there is generally no one looking at policy from an end to end perspective. It is quite a new area and though the expertise is growing, we are in infancy stages in jurisdictions around the world.
